पुणे महापालिकेच्या अग्निशामक दलाचा आकृतिबंध निश्‍चित झालेला असला तरी सेवा प्रवेश नियमावलीला राज्य शासनाकडून मान्यता मिळत नव्हती, अखेर सुमारे चार वर्षानंतर ही नियमावली मंजूर केल्याने या अत्यावश्यक विभागात पदभरती करण्याचा मार्ग मोकळा झाला आहे. त्याबाबत नगरविकास विभागाने आदेश काढला आहे. सध्या या विभागातील तब्बल ५५ टक्के म्हणजे ९०३ पैकी ५१० जागा रिक्त आहेत.

• शहरात लागणाऱ्या आगीमुळे पुणेकरांच्या जिवाला धोका निर्माण होत आहे. लाखो रुपयांचे नुकसान होऊन व्यावसायिक देशोधडीला लागत आहेत. शहराची हद्द, लोकसंख्या, इमारती वाढत असताना नागरिकांच्या सुरक्षेच्या उपाययोजना करणे गरजेचे आहे.
• आगीच्या घटना घडल्यानंतर अग्निशामक दलावरील ताण कमी व्हावा, यासाठी पुरेसे व प्रशिक्षित मनुष्यबळ असणे गरजेचे आहे, पण पालिकेकडील पदे रिक्त असल्याने सध्याच्या मनुष्यबळावर ताण येत आहे.
• अग्निशामक दलातील अधिकारी व कर्मचारी यांची भरतीसाठी ‘आदर्श सामाईक सेवा प्रवेश नियमावली’ अग्निशमन सेवा संचालनालयाने मार्च २०१८ मध्ये तयार केली, पण गेल्या तीन वर्षांपासून नगरविकास खात्याने त्यास मान्यता दिलेली नव्हती.
• त्यामुळे पुणे महापालिकेच्या अग्निशामक दलातील भरती रखडली आहे.
• सध्या अग्निशामक दलामध्ये विविध प्रकारची २८ पदे आहेत.
• त्यापैकी कार्यदेशक (वाहन), सिनिअर रेडिओ टेक्निशियन, अधिक्षक, उपअधिक्षक आणि शिपाई ही सहा पदे पूर्ण क्षमतेने भरलेली असून, तेथे केवळ सात जणच कार्यरत आहेत.
• उर्वरित २२ पदांसाठी ९०३ जागा उपलब्ध असल्या तरी तेथे सध्या ३९३ जण काम करत असून, ५१० जागा रिक्त आहेत.

अग्निशमनाचा भार प्रभारींवर! Fire Department Bharti 2022

1. कळवा-डायघरपासून घोडबंदरपर्यंत विस्तारत चाललेली ठाण्याची हद्द, टोलेजंग इमारतींची वाढती संख्या, मोठमोठे मॉल व ठिकठिकाणी सुरू असलेली नागरी कामे यामुळे अग्निशमन दलावरील ताण वाढत असताना ठाणे अग्निशमन दलाच्या बळात मात्र अजूनही वाढ झालेली नाही. आता भरीस भर म्हणून मुंबई अग्निशमन दलातून प्रतिनियुक्तीवर आलेले अग्निशमन प्रमुख शशिकांत काळे हे पुन्हा मुंबईच्या सेवेत रुजू झाल्याने हे पद पुन्हा एकदा प्रभारी अधिकाऱ्याच्या हाती आले आहे. शिवाय अग्निशमन दलासाठी सरकारने मान्यता दिलेल्या सुमारे ३०० नवीन पदांपैकी एकाही पदावर अजून भरती झाली नसल्याने अग्निशमन दल नवी आव्हाने कशी पेलणार, असा प्रश्न उपस्थित झाला आहे.
2. सध्याच्या काळात अग्निशमन दलाच्या पथकांवर कायम ताण येत आहे. शिवाय कित्येकदा शेजारच्या पालिका व ग्रामीण हद्दींमध्ये औद्योगिक भागात आगी लागल्यावर ठाणे अग्निशमन दलासही सज्ज राहावे लागते. तेथेही अग्निशमन दलाच्या गाड्या व फौजफाटा पाठवावा लागतो. मेट्रोच्या कामांमुळे गॅसवाहिनी, जलवाहिनी यांच्यावर आघात होत असतो. तेथे तातडीच्या कामासाठी यंत्रणा कामावर लावावी लागते. ठाणे महापालिका आयुक्त संजीव जयस्वाल बुधवारी दीर्घ रजेवर गेल्यानंतर पालिकेत विविध खात्यात वेगाने घडामोडी घडू लागल्या. ठाणे अग्निशमन दलातील बदलही त्याचाच भाग आहे का, अशी चर्चा सुरू झाली. मुख्य अग्निशम अधिकारी शशिकांत काळे यांना कार्यमुक्त केल्यानंतर त्यांच्या पदाचा अतिरिक्त कार्यभार विभागीय अधिकारी गिरीश झळके यांच्याकडे सोपवण्यात आला आहे. झळके यांनी कार्यभार स्वीकारला असला, तरी त्यांच्याकडचे प्रमुखपद सध्या तरी प्रभारीच आहे. मुंबई महापालिकेच्या मागणीमुळे मुख्य अग्निशमन अधिकारी शशिकांत काळे यांना त्यांच्या पदावरून कार्यमुक्त करण्यात येत असून त्यांची सेवा मूळ विभागाकडे प्रत्यावर्तित करण्यात आली आहे, असे आदेश उप आयुक्त (मुख्यालय) ओमप्रकाश दिवटे यांनी काढले. मुख्य अग्निशमन पदावर अधिकारी उपलब्ध होईपर्यंत या पदाचा अतिरिक्त कार्यभार विभागीय अधिकारी गिरीश झळके यांच्याकडे मंगळवारी तात्पुरत्या स्वरूपात सोपवण्यात आला. झळके यांना त्यांचे कामकाज सांभाळून हा अतिरिक्त कार्यभार पाहावा लागणार आहे.
3. ठाणे अग्निशमन दलातील मुख्य अग्निशमन अधिकाऱ्याचे पद रिक्त झाल्यानंतर या पदावर ६ जून २०१६ रोजी काळे यांची नियुक्ती करण्यात आली होती. काळे यांच्या कार्यकाळात ठाणे अग्निशमन दलाचा चेहरामोहरा बराचसा बदलला आहे. २२ लाखांपर्यंत लोकसंख्या गेलेल्या ठाण्यात नवीन अग्निशमन केंद्राची गरज निर्माण झाली होती. त्यानुसार काही नवीन केंद्रे सुरू करण्यात आली. तसेच छोट्या रस्त्यांमधून वाट काढण्यासाठी लहान आकाराच्या गाड्याही दलात दाखल झाल्या. मात्र मुंबईतून प्रतिनियुक्तीवर आलेले अधिकारी पुन्हा कधीतरी तेथे परत जाणार, हे लक्षात घेऊन त्याजागी दलातील प्रमुख नेमण्याची गरज होती. त्याची प्रक्रिया पार पाडण्यात आली नाही. तसेच अन्य भरतीही रखडल्या. मागील वर्षी राज्य सरकारने ठाणे महापालिकेमध्ये ६८२ पदे नव्याने निर्माण करण्यास मान्यता दिली होती. त्यामध्ये अग्निशमन केंद्र अधिकारी, सहाय्यक अग्निशमन केंद्र अधिकारी, अग्निशमन प्रणेता, फायरमन यासह सुमारे ३०० नव्या पदांचा समावेश आहे. अग्निशमन दलातील नवीन पदे तातडीने भरणे गरजेचे होते. या प्रस्तावावर पालिका आयुक्तांची स्वाक्षरी झाली होती व केवळ जाहिरात देऊन पदे भरणे, इतकेच बाकी आहे, अशी माहिती मिळाली. मात्र त्यापुढे या प्रक्रियेचे कागदी घोडे का हलले नाही, हे समजू शकले नाही. विधानसभा निवडणुकीमुळे ही भरती होऊ शकली नसल्याचे समजते.
4. ठाण्यात अलिकडेच लेक सिटी मॉलला भीषण आग लागली होती. अशा घटनांच्या बाबतीत अग्निशमन धोरणात काय सुधारणा करावी, याचा निर्णय अग्निशमन प्रमुखच घेऊ शकतात. त्यामुळे अग्निशमन दलाला बळकटी देण्याची तातडीची गरज व्यक्त होत आहे.
