१२ हजार ४२२ पोलिस पाटलांची पदे रिक्त

  • राज्यात तब्बल १२ हजार ४२२ पोलिस पाटलांची पदे रिक्त असून, एकाच पोलिस पाटलांवर तीन ते चार गावांचा प्रभार देण्यात आला आहे. त्यामुळे पोलिस पाटीलच नव्हे, तर नागरिकांनाही कमालीचा त्रास सहन करावा लागत आहे.
  • महसूल आणि पोलिस यांच्यातील महत्त्वाचा दुवा म्हणून पोलिस पाटील गाव पातळीवर काम करीत असतात. जिल्हा आणि पोलिस विभागाला वेळोवेळी गावातील घटना, घडामोडींची माहिती देण्याचे काम पोलिस पाटील करीत असतात.
  • मात्र, रिक्त जागा भरण्याचा शासन आणि गृह विभागाला चार वर्षांपासून मुहूर्त सापडत नाही.
  • राज्यात एकूण ३८ हजार ७१२ पोलिस पाटलांची पदे मंजूर आहेत. यापैकी २६ हजार २९० पदे भरली; तर १२ हजार ४२२ पदे रिक्त आहेत. ही रिक्त पदे चार वर्षांपासून भरण्यात आली नसल्याने सध्या एकाच पोलिस पाटलांकडे तीन ते चार गावांचा कारभार आहे. यामुळे त्यांची चांगली तारांबळ उडत आहे. पोलिस पाटलांची सर्वाधिक पदे ही मराठवाड्यात रिक्त आहेत.
  • कोरोना संक्रमणामुळे पोलिस पाटलांची रिक्त पदे भरण्याची शक्यता कमीच आहे. मध्यंतरी राज्य सरकारने मराठा आरक्षण लागू केल्याने नव्याने बिंदूनामावली तयार करण्यात आली होती. मात्र, पुन्हा सर्वोच्च न्यायालयाने मराठा आरक्षण रद्द केल्याने आता नव्याने बिंदूनामावली तयार करावी लागणार आहे.
  • मराठा आरक्षणाचा तिढा सुटत नसल्यामुळेही पोलिस पाटील भरतीला विलंब होत आहे. ग्रामीण भागात गावातील तंटे गावातच सोडवून शांतता आणि सुव्यवस्था अबाधित ठेवण्याची पोलिस पाटलांची मोलाची भूमिका असते. मात्र, तुटपुंज्या मानधनावर सरकार पोलिस पाटलांची बोळवण करीत आहे.

राज्यातील पोलीस पाटलांसाठी दिलासादायक बातमी !

Police Patil Bharti 2020 : There are 27,120 Police Patils operating across the state and they have to pay Rs. 6500/-. While the Kotwalas have been struggling for increased honorarium with the police, they now have to scrap the office of the Superintendent of Police for regular honors.

After the Mahatma Gandhi Tantamukti Abhiyan (Campaign), the Police Patil, who are responsible for the peace and order of the village, are waiting for the honor. The then government decided to increase the honorarium. Accordingly, he received twice the honorarium, but since August he has not received any honorarium. So they have to find employment only for their own family living. Against this backdrop, the Home Planning Department has said that they will now get regular salaries from March.

महात्मा गांधी तंटामुक्‍त अभियान सैल झाल्यानंतर गावातील शांतता व सुव्यवस्थेची जबाबदारी पार पाडणारे गावचे पोलिस पाटीलच मानधनाच्या प्रतीक्षेत आहेत. तत्कालीन सरकारने मानधनवाढीचा निर्णय घेतला. त्यानुसार दोनवेळा वाढीव मानधन मिळाले, मात्र ऑगस्टपासून त्यांना मानधनाचा दमडाही मिळालेला नाही. त्यामुळे स्वत:च्या कुटुंबाच्या उदरनिर्वाहासाठीच त्यांना रोजगार शोधावा लागत आहे. या पार्श्‍वभूमीवर मार्चपासून आता त्यांना नियिमत वेतन मिळेल, असे ठोस नियोजन गृह विभागाने केले आहे.

राज्यभरात 27 हजार 120 पोलिस पाटील कार्यरत असून त्यांना दरमहा प्रत्येकी सहा हजार 500 रुपयांप्रमाणे मानधन द्यावे लागते. पोलिस पाटलांसह कोतवालांचा वाढीव मानधनासाठी संघर्ष सुरू असतानाच आता त्यांना नियमित मानधनासाठी पोलिस अधीक्षक कार्यालयाचे उंबरठे झिजवावे लागत आहेत. पोलिस अधीक्षक कार्यालयाकडून प्रस्ताव सादर करूनही अद्याप पोलिस पाटलांना मानधन मिळालेले नाही. पोलिस प्रशासनावरील कामाचा ताण कमी व्हावा, गावातील भांडण, तंटे गावातच मिटावेत, यासाठी प्रयत्न करणाऱ्या पोलिस पाटलांना मानधनासाठी जिल्ह्याच्या ठिकाणी असलेल्या पोलिस अधीक्षक कार्यालयात ठाण मांडावे लागत आहे. पोलिस अधीक्षक कार्यालयाने मानधनाचा प्रस्ताव महासंचालक कार्यालयास सादर केला आहे, परंतु निधीअभावी मानधन मिळालेले नाही. मार्चपासून नियमित मानधन मिळेल, असा विश्‍वास पोलिस अधीक्षक मनोज पाटील यांनीही व्यक्‍त केला आहे.

मानधन वाढविले पण तरतूदच नाही

तत्कालीन युती सरकारच्या काळात पोलिस पाटलांच्या मानधनवाढीच्या लढ्याला यश मिळाले. दरमहा साडेतीन हजार रुपये मिळणारे मानधन सहा हजार 500 रुपये झाले. मात्र, दोनवेळा वाढीव मानधन मिळाले आणि ऑगस्टपासून मानधनवाढही नाही अन्‌ नियमित मानधनही मिळाले नाही. मानधनवाढ केल्याने सर्व अनुदान ऑगस्टमध्येच संपले. त्यामुळे आता मार्चच्या अर्थसंकल्पात या वाढीव मानधनाची तरतूद केली जाणार आहे. त्यानंतर पोलिस पाटलांना नियमित मानधन मिळेल, असे नियोजन आहे.
