Maharashtra ZP Bharti 2022: अमरावती जिल्हा परिषद भरती प्रक्रिया 15 सप्टेंबर पासून सुरु होणार आहे. 06 जुलै 2022 रोजी महाराष्ट्रातील ग्रामविकास विभाग जिल्हा परिषद भरतीमधील सद्यस्थिती आणि भरतीप्रक्रीयेमधील पुढील कार्यवाही या विषयावर मीटिंग घेण्यात आली. त्यामुळे येत्या काही दिवसात महाराष्ट्रातील सर्व जिल्हा परिषदा जि. प. भरती परीक्षांच्या तारखा जाहीर होतील.

जिल्हा परिषदेतील आरोग्य विभागात १० हजार पदांची भरती लवकरच
राज्यातील जिल्हा परिषदांमध्ये आरोग्य सेवक, सेविका, प्रयोगशाळा तंत्रज्ञ, औषध निर्माता व आरोग्य पर्यवेक्षक या संवर्गातील १० हजार १२७ रिक्त पदांची भरती प्रक्रिया सुरू करण्यात आली आहे. जिल्हाधिकाऱ्यांच्या अध्यक्षतेखाली स्थापन झालेल्या जिल्हा निवड समितीमार्फत ही भरती करण्यात येणार असल्याची माहिती ग्रामविकास मंत्री हसन मुश्रीफ यांनी गुरुवारी दिली.
राज्यातील सर्व जिल्हा परिषदांकडील गट-क संवर्गापैकी आरोग्य विभागाशी संबंधित पदांची भरती प्रक्रिया जिल्हा स्तरावरच घेण्याबाबतची प्रक्रिया तात्काळ सुरू करण्याबाबत सर्व जिल्हा परिषदांना आदेश देण्यात आला आहे.
पाच संवर्गातील पदे भरण्यासाठी मार्च २०१९ च्या जाहिरातीनुसार आलेल्या अर्जातून उमेदवारांची निवड केली जाणार आहे. पाच संवर्गासाठी एकूण चार लाख अर्ज प्राप्त झाले असून या अर्जाद्वारे उमेदवारांची परीक्षेद्वारे निवड प्रक्रिया करण्यात येणार आहे. त्यामुळे ही भरती प्रकिया आता तातडीने सुरू करण्याचे आदेश देण्यात आल्याचे मुश्रीफ यांनी सांगितले.
आरोग्य विभागाशी संबंधित पाच संवर्ग वगळता इतर संवर्गातील मंजूर असलेल्या पदांचा सुधारित आकृतीबंध मंजूर करण्यासाठी विभागीय आयुक्त स्तरावर आढावा घेण्याच्या सूचना देण्यात आल्या आहेत. सुधारित आकृतीबंधास मान्यता मिळाल्यानंतर इतर संवर्गातील पदभरतीची कार्यवाही करण्यात येणार असल्याचे मुश्रीफ म्हणाले.

एमपीएससी विद्यार्थ्यांसाठी महत्वाची बातमी आहे. गेल्या तीन वर्षापासून रखडलेली जिल्हा परिषदेतील ZP Health आरोग्य सेवक, आरोग्य सेविका, औषध निर्माता, प्रयोगशाळा तंत्रज्ञ आणि आरोग्य पर्यवेक्षक या पाच संवर्गातील पदासाठी ही जाहिरात 2019 ला काढण्यात आली होती. मात्र गेल्या तीन वर्षांपासून तांत्रिक कारणांमुळे रखडली होती.
दिलासादायक बाब म्हणजे मंगळवारी राज्य शासनाने शासन निर्णय काढत 2019 ची भरती प्रक्रिया तत्काळ राबविण्याचे आदेश दिले आहेत. या आदेशांनुसार 2019 मध्ये अर्ज केलेल्या विद्यार्थ्यांना नव्याने अर्ज करण्याची गरज भासणार नाही. भरती प्रक्रिया सुरु करण्याबाबतच सकारात्मक चिन्ह दिसून लागल्यानं विद्यार्थ्यांना दिलासा मिळण्याची शक्यता आहे.

ZP Bharti 2022 Today’s updates : – Rural Development Minister Hasan Mushrif informed that mega recruitment of 13000 seats in Zilla Parishad will be done through direct service recruitment. The state government has decided to fill the vacancies of Group C and D in Maharashtra Zilla Parishad through direct recruitment. Earlier, the government had decided to outsource ‘C’ and ‘D’ class seats in the Zilla Parishad. However, withdrawing the decision today, Minister Mushrif clarified that the seats would be filled on behalf of a committee headed by the District Collector.

जिल्हा परिषदेतील १३००० जागेची मेगाभरती सरळ सेवा भरतीद्वारे होणार अशी माहिती ग्रामविकास मंत्री हसन मुश्रीफ आणि आज दिली. महाराष्ट्र जिल्हा परिषदेतील ग्रुप ‘क’ आणि ‘ड’ वर्गाच्या रिक्त जागा सरळ सेवा भरतीद्वारे भरण्याचा निर्णय राज्य सरकारने घेतला आहे. याआधी जिल्हा परिषदेतील ‘क’ व ‘ड’ वर्गाच्या जागा आउटसोर्सिंग करण्याचा निर्णय शासनाने घेतला होता. परंतु, हा निर्णय आज मागे घेत मंत्री मुश्रीफ यांनी या जागा जिल्हाधिकारी यांच्या अध्यक्षतेखाली असलेल्या समितीच्या वतीने भरण्यात येतील, असे स्पष्ट केले.

मात्र, सरकारकडून कुठलीच हालचाल नसल्याने रोष वाढला होता. मात्र, तांत्रिक कारणांमुळे रखडलेल्या भरती प्रक्रियेचा मार्ग आता सुकर झाल्याची माहिती ग्रामविकास व पंचायत राज विभागातील वरिष्ठ अधिकाऱ्यांनी दिली. सामान्य प्रशासन विभागाने भरतीसाठी परवानगी दिली आहे.

जिल्हा परिषदेकडील ७१४ रिक्त पदांसाठी सरळसेवेने भरती प्रक्रिया सुरू करण्यात आली आहे. एकूण पदांपैकी दहा टक्के म्हणजेच ७४ पदे ग्रामपंचायत कर्मचारी सेवा ज्येष्ठता यादीमधून शैक्षणिक अर्हता आणि सेवा ज्येष्ठतेनुसार भरली जाणार आहेत. ही प्रक्रिया पुढील आठ ते दहा दिवसांमध्ये पूर्ण होणार असल्याचे जिल्हा परिषद प्रशासनाकडून सांगण्यात आले.
लोकसभा निवडणूक आचारसंहिता आणि त्यानंतर पुन्हा विधानसभा निवडणुकीच्यापूर्वी भरती प्रक्रिया पूर्ण झाली होती. मात्र, आचारसंहितेमुळे निवडीचे आदेश देण्यात आले नव्हते. या प्रश्नी काही दिवसांपूर्वी ग्रामपंचायत संघटनांनी जिल्हा परिषदेवर मोर्चा काढला होता. तेव्हा १० टक्के सेवक भरतीचे आदेश काढले जातील असे आश्वासन तत्कालीन अध्यक्ष विश्वास देवकाते यांनी दिले होते. त्यानुसार ग्रामपंचायत कर्मचाऱ्यांमधून जिल्हा परिषद सेवक म्हणून भरावयाच्या १० टक्के जागाच्या भरतीसाठी हालचालींना वेग आला होता. त्यामुळे अनेक महिन्यांपासून रखडलेली भरती प्रक्रियेला सुरुवात झाली. या भरती प्रक्रियेसंदर्भात नुकतीच अंतिम ज्येष्ठता यादी प्रसिद्ध करण्यात आली होती. त्या यादीच्या अनुषंगाने ग्रामपंचायत कर्मचाऱ्यांची मूळ कागदपत्रे पडताळणी करून कागदपत्रांच्या छायांकित प्रती प्राप्त करून घेण्यात आल्या आहेत. कागदपत्रांच्या छाननीनंतर आढळलेल्या त्रुटींच्या आधारे आवश्यक कागदपत्रांच्या छायांकित प्रती ग्रामपंचायतीकडून घेऊन त्याद्वारे दुरुस्ती करण्यासाठी सुधारित अंतिम यादीचे काम सुरू आहे. हे काम येत्या दोन-तीन दिवसांत पूर्ण करून त्यावर सूचना व हरकती मागविण्यात येणार आहे.

भूमी अभिलेख विभागातील १,२०० पदे लवकरच भरणे अपेक्षित
भूमी अभिलेख विभागात सर्वेअरची ४,५०० पदे मंजूर आहेत. प्रत्यक्षात २,५०० जणांवर काम भागवले जात आहे. दीर्घ काळापासून १,५०० जागा रिक्त आहेत. अलीकडे ५००हून अधिक सर्वेअरच्या पदोन्नत्या झाल्या. कर्मचारी तुटवड्याचा परिणाम मोजणीच्या कामावर झाला आहे. साधारणत: नोव्हेंबरपासून मोजणीच्या कामाला गती दिली जाते. परंतु, या काळात ड्रोन सर्वेक्षणाची कामे हाती घेण्यात आली. बहुतांश यंत्रणा ड्रोन सर्वेक्षणासाठी वापरण्यात आली. त्यामुळे या काळात मोजण्या रखडल्या. मोजणीच्या साहित्याचाही तुटवडा आहे. गरजेइतकीच प्लेन टेबल, सर्वेअरच्या प्रमाणात इटीएस मशीन नाहीत. परिणामी या विभागात साधारण मोजणीचे अर्ज तर अमर्याद कालावधीसाठी पडून राहात आहेत.
१,२०० पदांची भरती थांबली – भूमी अभिलेख विभागात १,२०० विविध पदे भरण्याची प्रक्रिया वर्षभरापूर्वी हाती घेण्यात आली. यावर अजून तरी कुठलाही निर्णय झालेला नाही. वर्ग तीनमधील पदसमूह चारचा या पदभरतीत समावेश होता. या जागा भरल्या नसल्याने विभागापुढे अडचणींचा डोंगर उभा राहिला आहे.
सर्व्हेअरच्या अडचणी – सर्व्हेअरना आता दरमहा २५ ते ३० मोजण्यांचे लक्ष्य देण्यात आले आहे. नियमित १२ ते १५ एवढ्याच मोजण्या कराव्या लागतात. त्यामुळे वाढलेली कामे पूर्ण न झाल्यास कारणे दाखवा, शिस्तभंग, वेतनवाढ रोखणे आदी कारवायांचा सामना सर्वेअरना करावा लागत आहे. सर्व्हेअरला लॅपटॉप उपलब्ध करून दिलेला नाही. प्रत्यक्षात २,५०० सर्वेअर काम करत असताना काही महिन्यांपूर्वी ८०० लॅपटॉप उपलब्ध करून दिले. अपुऱ्या संख्येमुळे कार्यरत कर्मचाऱ्यांवर कामाचा ताण येत आहे. त्यांना शनिवार, रविवार या सुट्टीच्या दिवशीही काम करावे लागत आहे. तसेच काम कमी झाल्यास कारवाईही केली जाते. या अन्यायाविरोधात आक्रमक भूमिका घेतली जाईल.

भूमी अभिलेख विभागाची विविध कारणांनी रखडलेली भरती परीक्षा मे अखेरीस घेण्याचे प्रयत्न सुरू आहेत. ही परीक्षा घेण्यासाठी टाटा कन्सल्टन्सी सर्व्हिसेस (टीसीएस) संस्थेची निवड करण्यात आली आहे. येत्या आठ दिवसांत टीसीएसचे अधिकारी आणि Department of Land Records भूमी अभिलेख विभागाचे अधिकारी यांच्यात बैठक होऊन, मागील चार महिन्यांपासून रखडलेली परीक्षा मे महिन्यात होण्याची शक्यता आहे.
महाराष्ट्र Department of Land Records भूमी अभिलेख विभागाकडून अमरावती, नागपूर, नाशिक, पुणे, मुंबई आणि औरंगाबाद या विभागांकरिता एक हजारांवर रिक्त पदांसाठी ऑनलाईन परीक्षा घेण्यात येणार आहे. पदभरतीसाठी पुणे विभागात 163, कोकण प्रदेश-मुंबई 244, नाशिक 102, औरंगाबाद 207, अमरावती 108 आणि नागपूर विभागात 189 जागा आहेत.
जानेवारी महिन्यात होणार्या या परीक्षेसाठी जीए सॉफ्टवेअर कंपनीला नियुक्त करण्यात आले होते. मात्र, म्हाडाच्या ऑनलाईन परीक्षेत अनियमितता झाल्याचे समोर आल्यानंतर या कंपनीच्या माध्यमातून Department of Land Records भूमी अभिलेखची परीक्षा न घेण्याचा निर्णय घेण्यात आला. पोलिस कारवाई, भरतीसाठी प्राप्त अर्जांमधील चुकांची दुरुस्ती अशा कारणांमुळे परीक्षेला विलंब झाला आहे.
